
On September 5th 2010 the amended UNAA constitution was signed into law before a large gathering of UNAA’s membership. This was the culmination of a 6 months effort during which the Constitution Review Committee consulted broadly, researched and then drafted what UNAA’s legal advisor described as a thorough, comprehensive and consistent document.
The amended constitution introduces a UNAA Council which will be constituted by members’ representatives. This will be the legislative arm of the association. It will be a separate but equal leadership organ alongside the UNAA Executive and the UNAA Board of Trustees. The UNAA Executive has been slightly expanded to include 3 appointed directors who will have all year round strategic planning and developmental responsibilities. The Board of Trustees replaces the Board oversight committee which has been in existence for a year now but outside the constitution.
UNAA Membership has also been clarified and categorized to better accommodate our stake holders while recognizing the invaluable participation of members who reside outside North America. A special accommodation has also been made to encourage Student Membership.
This amended constitution also introduces several checks and balances and authorizes the use of modern technology to efficiently operate an association like UNAA. The old constitution had us limited to snail mail.
The Constitution Review Committee (CRC) was Chaired by Mr. James Serumaga who was deputized by Dr. Sarah Matovu and Dr. Muniini K. Mulera. Mr. Abbas Muluubya was Secretary deputized by Dr. Ben Omara Abe while Mr. Tim Gaburungyi was in charge of Publicity. Members were Mr. Michael Kimbugwe, Eng David Mureeba PE, Ms Batenga Nakisozi, Fr. Dr. John C Mukasa-Sebaana, Ms. Becky Wamala-Brown, Mr. Alexander Zabasajja and Mr. Johnson Mujungu.
While the CRC has been officially disbanded, the former Members have reconstituted into the UNAA Constitution Consultant Group UCCG and continue to make their services available to educate UNAA’s Membership on the amended constitution. They can still be reached on UNAACRC@yahoogroups.com.
